If i was allowed more than 20 mil, say at least 50mil, then id put a lot of money into both the Wensleydale and Waverley routes. Get them both fully reopened, and at a decent speed.
Buy a few locos. Mainly 47s. Get them mainline certified, and refurbed up to a very high standard. I want reliable locos!
Then sit back and enjoy a few railtours behind my own locos, and running over the Wensleydale and Waverley!!

Expect freight traffic on the Waverley. If you keep access charges at a reasonable level, the freight companies would bite your hand off for a route that avoids the WCML north of Carlisle. Just make sure you save a bit for the Carlisle avoiding line, you'll need it.

The railway I'd have to rebuild is the "Little North Western" from Hellifield to Tebay. It would make an interesting steam route alongside the S & C.
Also Penrith to Workington & the Stainmore line!

Apart from my own line(maiden Newton-Bridport) and the Class 121 'Bubble' car, i'd have a BR Class 52 'Western', in Rail Blue of course, and a rake of Blue/Grey (say 4 of 'em)...oh and for shunting purposes on 'My' railway, 08644 (currently at FGW Laira Depot), but was 'our' shunter at Penzance for years, again in Blue! Not too much to ask for I think...

I used to work on the barriers at Paddington Underground and I found a BR Gold Status Pass on the floor - valid for First Class all trains and ships, free travel in Europe etc . I did my duty and handed it in to the main line tocket office where there was supposed to be a reward.
The tight gits said I couldn't have the reward because it was part of my job!

Oh it would be aimed at freight operators and other passenger operators. Id quite happily allow freight over the line. Anything to increase space on the National rail network, and to increase the routes coffers! Be a fantastic source of income

Oh id definitely make sure i covered every single passenger line in the UK. Be good fun.
A lot would be covered on my own railtours though. So hopefully i'll be making a little bit of money whilst doing it!

Buy a campervan and 'do' every heritage line/museum in the uk, with a horribly expensive HD camcorder and eff-off camera with x576854939595696 zoom.

Make bundles of £100 and throw them at people.

I think i would try and do something usesful.

I would buy Thornaby depot and try and open it as some sort of apprentice/restoration centre. I would try to use it as an education centre to try and help epople get some skills/impored skills. I would even extend that to try and get children involved to imprve thier educations and improve core skills I might not have to put all that much of my own money in. I ma sure i could get some grants!

I would also need to buy some knackered locos to do up but DBS has plenty of them! !

Then recurit a few experianced people to pass on what they know!

Then when the locos are done up they would be mine to do with as i please! I can use what is left to set up a charter organisation and run specials where i want to go using whatever traction I want.

Now what to buy...........................
