There wouldn't be workers in the tunnels if trains were running, so no problem there.

The only exception being something which can be quickly remedied, in which case the engineers will travel to the site onboard a train, then use it as protection. A good explanation here.

Obviously, in this case though there is no need for the workers to be able to see the train from a distance. You also have to remember that the maximum speed on the LUL network is much lower than on NR, therefore workers on tracks outside the tunnels have more time to react to an approaching train.

Thick fog is a good reason to have a yellow end. Any extra bit of warning for those down on the line can only be welcomed. I've been in 2 trackworker fatalities.

Ashford (assuming they stop there) and St Pancras itself after coming off hs1 would both require yellow ends, assuming they don't get derogation?

Trackworkers shouldn't be on open lines in thick fog. A yellow end is absolutely no help at all in fog either. Yellow ends are best when spotting trains against dark backgrounds when they're not fitted with bright headlights and marker lights.
