I believe the 13.00 Tenterden Town to Bodiam and Loughborough to Leicester North are the only scheduled passenger trains in the Uk on 25th December;

It would appear that you can, at least for the New Street to Walsall service (the first one I checked).
Edit: While London Midland seem to be allowing tickets to be sold Virgin are not

Yes as well for the Southern and Thameslink ones, from both their websites and NRE.

All of the GWR ones are a mistake, it is showing services that cannot run because of the Southampton Closure, but the others seem legit.
