Where in the Network Rail Conditions Of Travel does it say about Christmas Day / Boxing Day No Services etc?

So i am reading the NR COT and I cant find any reference to No Services on Boxing Day / Christmas Day
Of course that is up to the TOC in question but its more to do with Season Tickets etc.

There is no refund for season tickets and this has been done to death on the forum every Christmas.
