Am I right in thinking Virgin Trains handed over operation of Wolverhampton to West Midlands Trains at the weekend? Has there been any rebranding on site and are staff in new uniforms?

Would make a lot of sense given VT's token presence.

Regardless of who manages it, could this be No.1 on the list of "major British stations which need a rebuild"?

I don't think there is any change in Wolverhampton's SFO. The station licence issued by the ORR to West Midlands Trains Limited does not show Wolverhampton amongst its responsibilities (that said, it also omits Stratford upon Avon and Wythall!). NRE still shows Wolverhampton as a VT station but it has updated all the other West Midlands Trains (ex-London Midland) stations as having no operator whatsoever.

Used Wolverhampton station twice today and it seemed to be its usual self (with added snow, of course).

Certainly no 'under new management' signs. Station announcements were updated for the new West Midlands franchise.
