196003 and 004 moved from Donnington Rail Freight terminal to Tyseley LMD.

What's the delay with the training?
The tfw training for the DIs on the 197's was meant to start this week but that's been delayed for various reasons.
Probably because the usual array of typical CAF bugs need to be fixed first. Buy cheap buy twice. ;)

Not sure on the delay to driver training, but I know RMT haven't agreed training packages for 196/730 units yet

This is costing the industry a fortune at a time when it can ill afford to have wasted costs. There has been a catastrophic failure to get the unions on board at multiple operators now and nett outcome is 100's millions pounds worth of rolling stock left idle while time expired emission unfriendly kit has to soldier on. These are basically a 195 like the 730's are an Aventura but each operator is treating them like they are a complete new design elongating the time to get them into use. Covid may have caused some delays but its also masking the seriousness of the issue while we have reduced demand but that reduction will gradually reduce the further we go into 2022. GBR really ought to get a big hitter appointed to get a grip of new rolling stock introduction and learn some serious lessons from what has been going on across almost the entire industry.

You do realise that these aren't ready for passenger service currently right? The reason these aren't in service has nothing to do with unions, there's a reason CAF are known as "Cheap As F*CK" and the 196s have had lots of issues through testing.

Also, don't forget to blame Abellio for ordering them minus door controls for conductors, renegging on the agreement, and then finally agreeing to retrofit them.

Yup thats why the industry needs a complete overhaul by GBR to bring some order to this all. I wasn't blaming unions far from it its the failure of TOC mgt to have them inside the tent from the outset that has caused this delay along with at least 3 other operators now. So we need a reset is what im saying otherwise you risk the likes of Daily Mail taking pictures of sidings full of new trains quoting millions being wasted and that won't do future investment of the industry any good.

I am not sure you are still pointing your gun at the right target. So much new rolling stock has seen a very painful adolescence, but necessarily caused by just one factor. I really don't know whether the CAF factory at Llanwern was ever intended to be joined to Network Rail by rail, but it clearly isn't at the moment. Without knowing the facts we cannot really comment, but it seems very strange that half a four car 196 has sat at Donnington for months on end, whilst other cars have come and gone, and even returned from Tyseley or Bletchley to Donnington for road transfer back to LLanwern for further work, before loading back onto road for another trip to Donnington blah di blah. I believe that at least one class 197 has also returned by road from Donnington to Llanwern. I am assuming the CAF facility doesn't have a test track other than maybe walking pace in the factory complex. Again, was it planned ?

So yes, the CAF class 196 / 197 is clearly seriously impeded by having to truck each vehicle to Donnington. Even then DMUs which were designed to spend forty years self powering around the railway are having sixty year old locomotives and barrier vehicles to move them. Logic for me would be for CAF to build and commission the WMR 196s at Llanwern then deliver them straight to Tyseley under their own power. Ditto the 197s.

It is quite ironic that the CAF built DMUs are being delivered by road, the Porterbrook class 769s were delivered by a mix of rail haulage and road delivery, whereas the much maligned class 230s drove themselves to Crewe, Chester or Birkenhead.

GBR needs to tackle the absurd notion of having Train Leasing Companies to start with!
I'm not in the know regarding the other TOCs but it is definitely CAF that has caused the most of the delay, with them now blaming COVID (naturally) for failing to have stock ready for Dec '20 timetable, completely ignoring the gearbox and other major issues that the initial units suffered with.
Obviously exec team are complicit due to the reasons I mentioned before, but I don't think the majority of sane people care too much about Daily Mail outlandish headlines.

Why is it absurd? We’d never have had the number of new trains that have been built over the last 25 years if it wasn’t for leasing. The train companies have 7-15 year length contracts; they would find it difficult to fund a 35-year life asset and the government wouldn’t have wanted the additional borrowing on its books.

I’ll also point out that since Britain started leasing its trains, it has also become commonplace in continental Europe, including many of the nationalised operators.

Spot on. CAF should have built class 195/0 /1 /2 and /3 and the industry should have accepted them as such and created all the training and competency regime similarly. There are three different TOCs operating effectively the same trains, albeit with and without gangways, altered door layouts and some fitted with ERTMS, The joined up approach would have been to follow the 2nd generation DMU principle where classes such as 150 were designed and built and operated by BR into the sectors and into privatisation with very little "classness". Was there so much delay into service with Bombardier built class 387/1 /2 and /3 ?

Because it is a pure profit making exercise and it lead to franchises saying they are investing billions in new stock when they really aren't.
Not like they wouldn't be able to sell on the rolling stock at end of franchises. It's like the whole car leasing situation and arguably the rental housing situation that is so wrong.
The profits from the leasing companies could be used to fund extensive network upgrades or reduce fares rather than line the pockets of the leasing companies

Yep. And in the airline industry it's the norm - why? Because it's the option that best reduces financial overheads, reduces risk to operators, and provides flexibility to operators.
It's hard to see how the economics of trying to finance assets with 35-40 years asset life over contracts less than half its length would work - the manufacturer will want to be piad in full for the trains built, the operator is unlikely to want to pay in full for them, whilst they're only going to use them for less that half the asset life, with no guarantee they can sell them on. Options include:
. The operator has to raise capital to buy trains, paying banks to lend them the money (more revenue to bankers), and probably affecting their credit rating (reulting in more cost) - and as GBR will be fully owned by HMG, such loans will be included in national debt (something governments of all stripes and hues try to minimise);
. The operator hires their trains from a leasing co, and the leasing co pays the manufacturer, and takes the risk of not being able to lease trains for whole of expected asset life, and this is reflected in leasing charges;
. The operator decides its too expensive / too difficult to procure new trains and decides to refurbish / life extend what's currently operating.
In my book, the least unattractive of these is for operators to lease their trains.

Class 387s were normal Rosco leases, of an EMU type well into maturity (though that hasn't stopped the later Aventra version's heavy delays).
In the later BR era, I can remember serious delays with class 158s, 323s and the Networker series.
Having built them, privatised Derby wouldn't even take warranty risk for 158s.

But you do have to wonder why we are reinventing the wheel for class 196/197 after Northern paved the way with 195s.

196111 has now got 4 cars. It's a complete unit now.

I've been told the 196s won't enter service until at least December 2023 now because of more problems and delays. Faults have been found apparently. Two units from EMR and Four units from ScotRail are apparently being brought back to help with the ongoing issues.

Wow, must be something pretty serious that's cropped up very recently given Head of Fleet only gave the Spring date in the last week.

Any idea of the nature of the faults?

Whilst I’m not disputing the veracity of your claim, I’d be interested to know roughly where this information has come from as Dec 2023 is a huge leap — it’s nearly two years away! @newtownmgr @Sprinter107 anything you’d be able to corroborate?

I presume you’re referring to 170s when it comes to EMR and SR units.

EMR doesn’t have enough units to run its Regional service as it stands; so it should not be handing back the relatively few 170s that it currently has.

If the 196 introduction is really this bad, WMR should have had foresight and either kept its 153s or taken some of EMR’s old 153s instead of poaching the newer stock that EMR has been so desperate to get its hands on. None of this is EMR’s fault; so EMR’s passengers shouldn’t have to suffer because of the 196 introduction issues.

I have not heard anything, I immagine its a flippant remark from a member of staff over the 196's. I await @newtownmgr @Sprinter107 to reply.
