WiFi on Arriva Trains Wales

Is it just me, but on all their advertising announcing the fact that more and more Arriva Trains Wales units are being fitted with wifi, might they have pointed out that this is actually a (UK) Department for Transport initiative?

On ATW Website states initiative announced by Transport Minister Paul Maynard prior to the new franchise as all new franchises will now specify this.
