Why VAR or STP a path if you then don’t run it?

So FOCs rather than TOCs, then?

Regarding the OP's question, it's because VAR schedules for engineering work are generated
automatically in advance (often several weeks in advance) and the system which does this
doesn't have any way of knowing if an 'as required' train will run.

In other words, a 'VAR' schedule is no more likely to run than the underlying WTT version;
it's just an automatic retiming to accommodate some infrastructure restriction.
