Why Thameslink trains unable to call at Kentish Town during engineering works?

Quite often, when there are engineering works on the Thameslink route and the central London section (St. Pancras Thameslink - Blackfriars) is closed, trains terminate at St. Pancras upper level and often cannot call at Kentish Town despite still passing through the station. Does anybody know the reason please?

There aren't any platforms there on the fast lines and the block potentially covers the lines with platforms.
