Why no through trains to Cornwall?

Does anybody know why there don't seem to be any through trains from Penzance to Paddington?
Is this a permanent downgrade?

Planned Whiteball Tunnel maintenance, it’s ongoing and this is the third week. Back to normal next week.

Simply too difficult and unnecessary to change the times of trains beyond Plymouth to match the constraints caused by having to allow for single track working between Aish and Totnes and between Castle Cary and Pinhoe.

Better to split the service at Plymouth (although it does lead to some odd things like High Speed Trains connecting into 2-car workings at Plymouth and then following them through Cornwall nearly empty).

I think there are still a few through services on weekdays, caught the 13:03 from Paddington a couple of weeks ago
And at weekends there are through services although listed with 2 codes: Penzance/Ply then Ply to Paddington

Only 1303 on Down and 0505 Penzance to Paddington on the Up Use RTT to check
