Why aren't dispatchers standard at all stations with curved platforms, like what Hong Kong does on its East Rail Line?

Quite simply because there isn’t the willingness to pay for them!

As a general statement, stations with curved platforms typically have half of them with 'advantage curves' anyway.

With guarded trains the 'despatcher' will alight onto the platform to get an adequate view as necessary.

From one web page:
The East Rail line was built as a ‘main line’ railway, with curved platforms at seven of its 14 stations due to geographical constraints.

So, seven stations needing dispatchers.
How many curved stations are there in the UK? (Hint: a lot more than seven)
