Who trains the trainers?

This point from TurboMan in the 175 to GWR thread set me to thinking about training for drivers

Trainers from Rail Operations Group (ROG) as they're the only drivers with current 175 mainline competence.

Obvious enough who will train driver trainers there. But what happens when there is no one currently competent? This could be

- Brand new classes, especially the first from a new manufacturer so no commonality to existing fleets

- fleets that have been in storage for an extended period

- locos coming back from preservation - in this case any 'manuals' might be well out of line with current standards?

I'd imagine all three have slightly different answers

With regards to new stock at my toc senior operations managers went over to where the stock was being built and tested it there.
Then they trained the day to day operations managers who in turn trained leader drivers who then trained drivers .

Usually, the Rolling Stock Owner/ Builder or Trainers from TOCs with Experience and Documentation of the Unit/Loco.
There's a lot of background work that goes into the creation of Training Material and we rely on a lot of resources to make it happen.

When we got class 385s a number of people from the training school went to Hitachi's factory in Japan and were trained there, and subsequently produced the training manuals. Same with class 380, people went to Siemens Wildenrath in Germany.
