Who to report a TOC to when they don't refund a PF?

Can someone advise me of the next steps when I TOC doesn't not issue a refund of a paid PF that has been successfully appealed?

Contact has already been made with the TOC concerned and their reply was useless.

As they have now exceeded the time limit who should they be reported to and is it appropriate to request compensation?

Letter before action for a debt claim, then county court proceedings if they don’t pay up.

You could request compensation as a goodwill gesture, but have no legal entitlement to it.

If you have to bring a court claim then you can ask for interest and certain fixed costs, and if the TOC continues to default despite a clear pre action letter setting out why the payment is due you could request that the normal small claim cost rules be disapplied on the basis of unreasonable behaviour so as to enable a potentially higher costs award.

If they don’t pay up following a letter before action you could also notify ORR and DfT.

I'm sure this is the correct way to get your money but is there also somewhere to report the TOC additionally for not administering the PF scheme lawfully? The 10 working day deadline for refunds is in the penalty fare regulations.

ORR and DfT, but before doing so it is prudent to give the TOC every opportunity to hang itself i.e. a letter before action followed by continued default in payment.
