I am on 1B64 which just called at Whitland at 1748 (12th May).

There was a TfW passenger train in the bay platform with passengers, driver and guard, but I can't find any information about what this train is meant to be? Nothing is timetabled to use that platform except on one Sunday in May and July.

That's a through service from Swansea though, so presumably shunted into the bay to free up the main line whilst waiting for the road to Tenby?

Yes that'll be it, happens time to time when the line mainline is required and the west bound unit needs to await the line to be cleared

What services are planned for the bay platform sorry?

Thanks I think I get it now.

2E28 SWA-PMD should have crossed 2E25 PMD-SWA at Tenby at 1738, but 2E28 was 22L so they let 2E25 depart Tenby on time.

So 2E28 couldn't depart Whitland until 1811 when 2E25 exited the single line section. Platform 2 needed to be clear for 1B42 to Milford Haven at 1753 - although in the end the shunting wasn't necessary because 1B42 didn't get there until 1817, but they may not have known that at the time.

What services are planned for the bay platform sorry?

RTT shows some trains in platform 3 on these dates:

I was on a Pembroke train a few years back that was shunted into the bay awaiting a late branch train. We stayed on the train.
