While I wasn't using it myself, I observed a rather confusing situation on the Valley today. Replacement buses were planned, but the train actually operated (I saw it in service at Betws y Coed) but the buses remained in the planners. If they actually did not operate this might well have caused some very bad delays to people's journeys due to the buses being slightly later than the trains northbound so people may have missed the trains.

Did both operate or just the trains? Why was this? TfW Twitter were no help at all.

Can't speak for this occurance however I was once driving a RRB for a late evening south Transpennine service. The train ran its full booked route. Rang control at Sheffield and told them the train had run. They said oh dear we forget to cancel you.

Indeed on Saturday the TfW Twitter feed indicated that Conwy Valley trains were going to be replaced by buses on both Saturday and Sunday but whilst out walking the dog yesterday on the coastal path near Deganwy, lo and behold a Class 150 passed me heading to Blaenau Ffestiniog!

Buses today according to NRE app, didn’t venture out on the coastal path today, dog not too keen on getting soaked…!

Seems unlikely on Conwy Valley, but trains do sometimes run (but ECS) and a bus does as well. For example I think it happened fairly recently on the Cambrian as the trains were running to test an update to the ETCS system but passengers weren't permitted. Also, on ScotRail I've seen trains running (presumably to make sure the units were where they needed to be for their next duty) but passengers were sent by road because there was no guard available for the train (only the driver).

The train wasn't ECS, I saw it in service. I suspect what happened was a late reinstatement of the train service due to a unit being unexpectedly available. But did the bus run too I wonder? I didn't see it.

Sometimes it’s considered safer to allow the bus to run regardless if the train service has been reinstated at last minute, if any of the buses departure times are later than the train would have been. Particularly on a low-frequency route like Conwy Valley?

I am not convinced it did, though. I saw no evidence of it at all.
