What railway project has the best business case for reopening?

I would probably argue that the Levenmouth Line has the best business case - extant track, a service to extend, population to serve...ticks all the boxes.

Something like, say, Aberystwyth to Cardigan, does not have such a good business case.

Don't know - what do the SOBCs say for each of them? (I'm sticking to facts because this thread will just degenerate into a battle of wits between un-armed opponents, not resolve anything and someone will get offended - it's still Christmas, after all!)
