Two words, DfT Micromanagement because they not the ROSCOs or TOCs have final say over rolling stock but also are responsible for the terms and conditions of various franchises, for example Arriva Trains Wales and Northern were let on a non growth franchise or the fact that the Class 700s would have been in service by now or even the fact that Northern could have ordered extra trains to start cascading/replacing 14Xs.

Yes the railways is seeing investment but it needs less micromanaging and a way of reducing costs to make it more effective, less middle management might be one way.
