Is this a railway sign? If so what does it mean?

Seen in the cess at BKP Platform 2.

Looks like a train stop marker judging by the plates underneath - e.g. 3-car, 4-car etc

Looks like the back of a discarded warning board or commencement indicator for a temporary speed restriction to me. Not sure what the yellow plate is - could be the base that the post fits into though?

Definitely looks like a TSR board to me as well, in the position it is perhaps it's the one that driver went through at 125mph .......
