Temporay safety railings to keep people out of the red zone when works are happening on the side of the track ie replacement of cable ducting etc.

I'd guess the OP was asking about either the new foundation or what look like cable trough supports rather than the Vortok but I could be wrong. Is that Barnt Green perhaps?

At a guess if its beside the East Coast mainline towards the southern end they look like supports been installed for for the cable troughing thats been installed for the 25,000 volt Overhead Line supply cables.
Be very interesting if the cable thieves decided to look at them and can,t read the markings on the troughing as it could be the last time they touch a cable.
