What is this diagram?

I see this diagram on RTT quite often although it's the first time I've heard a train go past running this diagram. Didn't have time to get up and have a look. What is it doing? Why does it go up and down all the lines in South manchester?

Can't say for sure, but from that path it looks like a railhead treatment train.
