Lime St is probably also a contender. Rail house is level with platform 1 and is also a 10 storey building. Being dug into Lord Nelson St makes it look smaller. Additionally has facilities in there,, like Piccadilly with its signalbox .

Don't forget the Loop Line platform which is pretty deep as well...

Leaving aside office blocks and hotels (don't count to my mind), before it was bombed, Bristol Temple Meads must have been in with a shout.
