what is iKB and how do I access it?

By the rules in iKB (the staff website also known as knowledgebase, further know as National Rail Enquiries (internal) Knowledgebase, formerly known as The Manual, the Fares and Retail Publication Portal (FRPP) and the National Fare Manual (NFM)):

Can someone tell me how to get access to this knowledgebase. I am employed in on train revenue collection and have been extremely frustrated at the lack of information over the years. Over the years we have lost access to retail manuals and publications like the Ticket examiners handbook. This makes the job almost impossible and IMO is leading to an increase in 'discretion' on trains (in other words, the guard doesn't know) and a decrease in overall standards.

Knowledgebase is restricted by IP address, you need to go through your employer to get access. On-train access might not be particularly easy (apparently it's called progress).

Agreed. The way I see it, those running the show have chosen engineer it this way. Discretion is one way of dealing with it - or the passenger's details can be taken down and the matter followed up if necessary once the validity has been properly investigated.

I think those of the mindset to check for themselves ought to be encouraged - many don't have this mindset at all and that's where I feel standards are below par.

Just have to do the best you can with the tools you have. Some revenue staff call/email me if they want something checking and I'm happy to help them if I can.
