what exactly is a "fleet management unit"?

I'm rather bewildered by most stock sector pools but what on earth is a fleet management unit? I'm guessing it means "stored" but if so why not just say so?

Locos in FMU are not stored as such - they are just "out of traffic" while under
repair/assessment, so they are temporarily removed from the active pools,
as they are no longer - well - active!

Its a way of actually recording which locos/units are actually available for traffic, a loco/unit in the FMU is normally undergoing maintenance and is therefore not available for traffic.

It makes diagramming easier as they can see exactly what is available where without having to look through the maintenance lists.
