What do we do with care homes?

Coronavirus is rampaging at a terrifying speed through care homes. The one closest to me has lost two thirds of their residents in just two weeks. What can be done realistically to stop the virus from spreading in these places? Because once the lockdown ends, when there is a second wave it'll come from these homes...

I suppose quarantine internally? I’m sure I read a news story about a home that had done such and was said to have saved anything more severe
