What do these lights mean?

Next to a signal, ground level, about 2-3 foot high, two vertical flashing white lights.
They've just turned up so presumably something temporary going on.

That's a "dalek", used to identify a temporary speed restriction.

I don't recall seeing anything particularly yellow/black about it.
Does it mean the start of the speed restriction or warning of it further ahead?

Emergency Speed Indicator which is advanced warning of an Emergency Speed Restriction. Usually associated with an AWS magnet 200 yards in advance and followed by a warning board, speed board and termination board.

adjacent to Emergency Indicator - audible warning via 2nd temp AWS magnet
Warning Indicator with two reflective dots and speed stencil
speed indicator ( commencement of restriction)
T Termination indicator , all of train must pass before accelerating to line speed

Amazing that this is all that is used to slow potentially 125 mph services to 5/10 or 20 mph plus a printed advice in late notice case at drivers depot IMG_8593.jpeg

Just to be clear, the equipment is normally a little more spread out than that... :lol:

In order that a driver sees it:
temporary magnet (AWS - warning/horn)
(200 yards)
Visual Warning Emergency Indicator two vertical flashing white lights / dalek
(possible short distance, can be zero)
temporary magnet (AWS - warning/horn)
(200 yards)
Advance speed indicator
(distance that is at least service braking distance)
Speed commencement board
(length of speed restriction)
Termination (T) board.
