One potentially workable option would be to make it a Zone 1-2 product (as that's where the vast majority of people are going) and just add £8.10 (the adult 1-2 cap) to the relevant (super) off peak day return. This wouldn't get TfL £8.10 from everyone, but the Railcard discounted sales would offset the fact that they'd sell a lot of them to people who just make two Tube journeys on them because it's easier, whereas people doing that with contactless would pay in the region of £5, not £8.10.
Any other suggestions? Issuing on smartcard only may help if part of the issue is TfL wanting to remove magstripe readers, not just the funding issue, though the latter seems most pressing.
