What consideration should be given to heritage railways when proposing reopenings?

I've argued several times over the years that the strategic value of reconnecting East Grinstead to Haywards Heath outweighs the value of the Bluebell as a tourist attraction, but as expected, it tends to attract a fair bit of disdain! If it were to be compulsorily purchased, then I'm sure the funds would go a fair way to expanding the line from Horsted Keynes beyond Sheffield Park.
