Are they 'Automatic Passenger Counting Equipment'? (un)educated guess there! They seem to have been installed randomly on some units in each of the Desiro classes but not others...

Yeah it is, not all counting equipment is the same though, some do it by weight, some camera with software human recognition and some do it with thermal imaging counting the heat signatures.
