I believe, from previous discussion elsewhere, that they're something to do with maintaining the alignment through a significant curve, where the lateral forces might otherwise make things move more than they really should be doing!
It makes the sleepers more resistant to sideways/lateral movement. I guess is that it is on the new high speed curve alignment and with higher speeds there is more lateral forces applied to the track. It'll help keep the railroad in correct alignment.
I've seen the p-way install these mate,they help to maintain the sleeper allignment,they grip the sleeper in a vice like way from above and below by tightening that screw onto the plate you can see on top and then there is sort of a fin design that is roughly 18 inches which hangs below the clamp bit and driven into the ballast and formation.
