What are the rules for 1st class on Thameslink

I think the sensible thing would be the 12 cars have first class, it is first class both ends. The 8 cars (which spend their time on the non-first class routes) don't have first class in them at all. On the odd working where an 8 car goes to Brighton, there just wouldn't be 1st class on that train

I really don't see the point in this silliness, though. Make it all 1st, and just introduce / reduce 1st fares on the relevant sections of route so as to fill it.

The ridiculous thing is the bargain basement interiors that the 700s were fitted with. Also maintaining the number of 1st class seats while at the same time reducing the number of standard class ones so that more people can stand was always going to be an issue, particularly on the 8-car 700s.

GTR doesn't retain any fares revenue

Corrected that for you as the DfT is responsible for any potential ticket loss as they pay GTR £8.9 billion over the first seven years with DfT getting ALL revenue therefore GTR carries less revenue risk.
