Could they be anti-corona rings? I don't know anything about pantograph design but with the large voltages that are involved these come to mind.

They are indeed. The whole point is to reduce the risk of arcing from a relatively sharp / pointed end to the pantograph.

Of course I’m now puzzled as to why these are not found on all other pan heads, including those of more recently-introduced classes.
