What actually is here at Mansell Street

Finally finished checking and near to Aldgate there is a building listed as a switch house but both entrances seem well covered by CCTV is there something else also? I looked at a list and for Cobourg Street it just showed substation but I thought this was also a switch house but not the same CCTV.

Thanks for that when i did a search that never came up. Bulk supply point I have heard of them I think they added some in recent years.
