Where is it? Seems like it’s new so could be used for CCTV or a whole myriad of other things.

Looks like the bottom part of a hinged post. Either for station lighting, DOO Monitors/CSI Screens or an LED Signal. A lot of things that are high up on post are now installed on hinged posts, so that the upper half can be lowed without the need to use ladders/scaffold and the resultant Line Blockages needed for safety. The upper half of the post (not fitted in the photo) can be lowered to ground level, clear of running lines and at a level for staff to work on e.g. change lamps, monitors, fix signal heads etc.

I’d say more likely to be CCTV or similar.

Lighting columns are almost always a round section, although they’re also hinged for maintenance.

There is a label visible on the object which reads "Alton Comms Equip. Ltd". I looked them up - it is the base for a "Tilt-down" CCTV column. One picture in their catalogue shows the retaining bolt (to keep the mast upright) is located behind the panel towards the base. I noted there were lugs towards the base designed to attach something.
Where is it please?

Although why it 2024 they put a sticker on with a fax number, not an email address for contact seems bit obscure
