Westminster Tube Escalators?

Escalators connecting east bound District/Circle and south bound Jubilee.
Morning
Just wondering why two totally empty escalators District/Circle to Jubilee but only one busy escalator Jubilee to District/Circle.
Obviously I only see the situation at the time I am there so it might be totally different loading at other times in the morning

Nobody else seems to know either.
I did wonder if it was because the escalators can only operate one direction but then remembered there were two available to use going up for a short period after the work there finished a few weeks ago.

It also seems to be the only section of escalator at the station that doesn't have a fixed stair section for some reason.
