West Midlands Concessionary Pass

Don't know when this came into effect but, apparently you can use your Concessionary Pass before 09:30 Monday to Friday for a flat fare of £1 on buses in the West Midlands.
Does anyone know if this applies to all Concessionary Pass holders or just West Midlands pass holders?
