I suspect they mean more than just literally "without tickets".
Such messages I sometimes see from the likes of XC normally came about as a result of a passenger being detrained after refusing to pay his fare, or travelling with (allegedly) no money and no ticket at all.

Probably an automated thing that accidentally got ticked, as that feed, JourneyCheck, and the internal Tyrell Check are all the same stuff in the end!

I believe anyone within sighting distance of a FGW station must now be in possession of a full fare ticket to somewhere on their system, valid within the next 15 minutes or be issued with a Penalty Fare. Even looking towards the station while travelling in a bus or car will show intent to travel, according to FGW, and absence of a ticket will only show intention to evade payment.
