Not up to speed on these sections, but is it failure to operate services? I don't know if there was a dispensation regarding the postponement of the 26 but there were instances of the Bridgwater to Minehead services (24/106?) not operating for days, and then you have the Park and Ride as well.

One wonders how well they are faring against BoS with the £55 monthly ticket, the loss of P&R revenue and profit, and the increase in competition with their new services (12 and 26) allied to BoS now running every 15 mins MPH to Bridgwater plus the other BoS routes (54, 26, 29). I can imagine that Alex would be chuffed to see the back of them

I'm no expert on these matters, but I'd imagine it's a bit more than just punctuality/failed to operate if action against the TM's repute is being considered.

Agreed - it is more than just punctuality but repute can be affected by failure to operate. On reflection, not really heard enough noise to suggest it would be that; perhaps best not to speculate what it might be

Sextion 26 concerns failure to operate a registered local service or,intriguingly, interfering in another operator's local services.
Section 28 is basically about withdrawing a PSV operator's licence or severely restricting it.
Whichever way you look at it, these are serious charges which any company would have to contradict pretty comprehensively to come out smiling at the end of it.

This section concerns the traffic commissioners ability to attach conditions to an operators licence in respect of the operation of local bus services.

All of the above could possibly indicate that:

• 
  someone may have been convicted of either :
  more than one serious offence; or
  road traffic offences.

• 
  the operator has failed to some extent to operate local bus services as registered.
