The Engineers Line Reference for the WIT is JAT.
Railwaycodes.org explains this was chosen as it is the designers initials but I cant find anyone with a name that comes close to that.

Anyone able to shed some light on this?

Given the number of people who tend to work on projects of that scale, finding the list of who exactly chose the ELR might be impossible. You'd need to find the original scheme designs to find out who were the supervising or originating Engineers (or less likely Architects), not just the company names and senior leadership.
