Well, who wouldn't be paid 80% of their wage to do what they felt like? Rather boring during lockdown, but in more normal times (including now)...
Yes it’s not really irrational, and with many leisure activities having been available for some while now there really is incentive for wanting it to continue for as long as possible - as has been said, for those who have the facilities to be able to enjoy it.
This should never have been allowed to arise though. Personally I would have liked to have seen at least some proportion of furlough payment being in the form of a loan repayable upon normal income returning. Alternatively there’s plenty of tasks that have needed doing where labour would have been useful - litter picking on beaches for a start.
The concept is fine as a safety net, not as a means of subsidising jollies.
