Is this new service via Bescot then Aston Stechford chord or via Rugeley (reverse) then to Euston via WCML?

Neither.
There's a service each way via Soho and New St (no reverse), and a second down service via New St (reverse) and Aston.
The second up service runs via Soho and New St, terminates at Birmingham International and then runs to Liverpool.
There are no direct services via the Aston-Stechford line.
