Wait time for formal job offer with Network Rail?

Wondering how long it would normally take to receive a formal offer pack from HR?

Phone call from recruiting manager was over 4 weeks ago now but so far had nothing at all from HR, not even an email confirming the appointment. I have called them a couple of times and they have confirmed the successful interview but just say still waiting for the offer to be finalised and formally sent out, seems a rather long to be waiting.

Hopefully some recent successful applicants could offer some advice and also what is actually emailed in the offer pack?

We have had a number of issues with members trying to set up duplicate accounts in this forum.
