I have not seen anyone argue that on-train presence of what I earlier in this thread called a 'senior steward' (train manager if you like) is other than necessary, mandatory, IMO, on longer distance trains. At night, one sometimes needs the equivalent of bouncers, as well, due to the unfortunate element of the travelling public that requires this supervision.
All that has nothing to do with safe arrival and dispatch of trains by modern methods.
FGW are arguing that an on-train presence is not necessary. That is one of the major reasons for the current strike.
