Apologies if this has been discussed elsewhere

Have Virgin Trains East Coast changed their process for amending a ticket?

I have a very straightforward change of date for an Advance 1st from Kings Cross to York, a process I've done a few times in the past by paying the £10 fee and any price difference

However, now it seems to want me to book a new ticket and then claim a refund for the old one. Is this new? Or have I missed something?

It changed in Summer 2017 when the new VTEC website replaced the previous site. The process does work. The first time I had to use it everything was sorted out inside 2 weeks I seem to recall. But I have yet to hear anything from them about the change-of-details refund I initiated this time last week (although I can see the details in my online VTEC account for the booking for the original journey now say "Refund application received" which I take as a hopeful sign.)

Thanks. So if I've got this right, I buy a new ticket and then apply for a refund for the old one? Potentially waiting a little while for the money to go back on my card?

Yes, IIRC you cancel your original ticket giving the reference number for the new one. I had an issue the first time I did that after the new site went live as the original booking was on the old site so I couldn’t access it but an email soon fixed it and they even forgot about the £10 fee! I shouldn’t worry about the time it takes as long as you’ve had the confirmation; sometimes the money has been in my bank before the confirmation, sometimes up to a fortnight later, same with Delay Repay.
