Voyager guard buzzer by doors?

On Cross Country’s Class 220 and 221 Voyager units, I’ve noticed a green button akin to a guard buzzer by all of the doors. Is this actually a guard buzzer, and, if so, is it not a little unsafe to have it out where passengers can just press it (could perhaps be mistaken for a door open button to the inexperienced railway traveller)

They are guard buzzers but they're not active without a key so don't do anything until a guard has keyed in to the adjacent keyway.
