Someone best go tell rail partnerships up and down the country that they wont be allowed access and be able to tart up certain platforms - especially in the north because theres many lines including branches that used to have 2 tracks but now only one where the disused platform has been given over to those whould would care for them - I mean even places like Leyland which is on the very busy West coast mainline actually has volunteers who maintain the plant pots and wooden trains on all the platforms which very fast trains use.

I would he very suprised if the op is able to gain access to an unused platform in a non public area between two running lines.

The rules to access a live platform are extensive. The rules to access the type of unsued platform described above are even more stringent. That is not a similar situation to the one the op describes

I'm sure you do but it certainly is possible despite yours and others claims.

Presumably in most or perhaps all of the cases where a disused platform has been given over to the use of a local organisation or community rail partnership, there is no longer track beside the disused platform. e.g. Dolau, Brockholes.

Indeed. However the situation you describe is somewhat different. In the situation you describe the discussed platform, away from the running line, is most often leased to the community group. There has to be a separate, level access that does not involve crossing the line, which can be reached from a public area and there are limits to the type of work that can be done and the type of tools that can be used. You also can not enter into the area "on or near" the line without following the railway pts rules.

The op describes a situation very different to the one you describe. It is complicated enough to gain access to a disussed paltform on a single track rural line. It will be even harder on a disused island platform on a busy suburban line with live and possibly electrified lines on either side.
