Does anyone know if on the Euston to Liverpool pendos if passengers boarding at Stafford get to sample the evening meal in 1st class?

Oh good, thanks, thought I'd save some cash and go from Winchester to Stafford standard and hop on for the food. :)

Works out about £20 cheaper than getting a ticket to London and then a 1st from Euston to Liverpool.

The VT timetable indicates that you should be entitled to the hot food option when joining at Stafford northbound on the 1707/1733/1807/1833 from Euston. Surprisingly, even breakfast is offered for such a short journey (£24 single for 30 mins to Runcorn). I would suggest you board coach K (the rear coach) so you can be served promptly. However, the Evening Meal is nothing to shout home about - the VT hot option has gone downhill ever since the Primo was done away with.

To be on the safe side and arrive in Liverpool earlier I decided to go Euston - Lime Street for breakfast on the 09:07 on a Friday morning, is it likely to be busy at all?

As they have strengthened the Birmingham - Scotlands with Pendlinos over the summer [1], some other routes are substituted with Voyagers. These may well stick to Euston - Birminghams but you may want to check that the 09:07 definitely isn't a 5 car Voyager (with the added disadvantage of a soggy breakfast roll in First).

[1] With no success - the 10:20 Birmingham - Edinburgh is regularly full and standing (in Std) from Crewe. The fact that Virgin offer cheap Advance tickets on the longer 08:43 to the Noth West via Birmingham doesn't help much, as the 09:30 is always more expensive. The same applies to the 10:52 from Edinburgh to Euston, where many people get cheap Advance singles through to Euston despite the longer journey.

Has anyone tried the 'improved' cooked breakfast on Super Voyagers between North Wales and London?

I travelled on the 09:35 Chester to Euston sometime around April, and wasn't offered the cooked breakfast- just an annoyingly soggy bacon roll.
