Video on phones/portable devices without headphones

Increasingly I find on my journeys rail passengers of all all ages and backgrounds happily playing back streamed TV thanks to Wifi/4G or sharing their own personal video footage on phones/portable devices minus any headphones. Do railway bylaws have any ruling against this or are we slowly approaching a time when we'll find this kind of activity socially acceptable and no different to a group of passengers having a loud conversation?

7. Music, sound, advertising and carrying on a trade
(1) Except with written permission from an Operator no person on the railway shall, to the annoyance of any person:
(i) sing; or
(ii) use any instrument, article or equipment for the production or reproduction of sound.
