Victoria line Night Tube speed

I notice that the Victoria line southbound during Night Tube is very slow between Warren Street and Green Park, probably no faster than 15mph. Is this to reduce wear and tear, noise, power usage, or something else altogether?

A temporary speed restriction is implemented on certain sections of the Victoria Line during night tube.

AIUI, it's related to noise complaints from residents in those areas.
