I imagine the market for foreign staff travel is far too small to justify investing in a 'discount' system for the smartcards.

There wouldn't be that much to invest in, as several discounted options already exist so adding one should be straightforward.
The main hurdle to offer discounted travel for foreign staff with an OV-chipkaart is that any discount (either age or subscription-based) requires a personalized OV-chipkaart.

for any journeys on non-NS operated trains they would not get the FIP discount so can buy a ticket at a machine or use an OV-Chipkaart.

Or buy a ticket online and avoid the 1€ supplement

You might need one of those anyway for any tram/bus travel.

You don't need to buy a chipcard to travel on tram or bus. You can always buy tickets from a ticket machine or the driver, although in the vehicles not with cash.

I suppose this was an HTM tram in The Hague or surrounding towns (as I'm not aware of other cities having ticket machines inside the trams)?
There are multiple examples on the internet of passengers who have been fined by HTM ticket inspectors for not having a ticket, despite the machine wasn't working. You'd then have to object stating the machine didn't work to have the penalty fare waived.

In recent journeys with HTM I've not encountered the ticket inspectors myself. But remembering the time I was working in The Hague and used the trams daily, they usually are quite strict and doing frequent ticket inspections (also undercover). Unfortunately that's needed over there. (I used to use a tram passing the bus depot, which usually was suddenly empty when a bus driver commuting to work entered as they wore uniforms similar to the ones of the ticket inspectors)

Must have been a one off, as next tram I used had a working one. Out of interest do the trams in Amsterdam allow you to buy on board?

The tram routes with guard do allow this, but not sure if buying from the driver is possible in the ones without a guard.
Do note that on route 25 there is no separate desk where you'll find the guard. He/She is located in the cab of the rear tram (as this route operates with coupled units).

HTM has a ticket app, but day tickets should also be available from their customer service counters. Those are for sure located at Den Haag HS and Centraal, but I thougt they also have one at Delft station.

If its day tickets for Amsterdam. There is a ticket office across from the Central station that will sell you tickets of all types there. Probanly a cheaper option than paying the conductor or driver.

I've tried using the app for HTM but it just crashes every time I tried to register a credit card.

I know that you are given a coupon to get you through barriers with a FIP coupon but I think that they are only valid for a certain number of trips (I don't know if anyone can give more details). Your FIP ticket is still valid but the gates won't open. I had to tailgate another user at Schiedam Centraal last time.

Every line of gates has a pole with an info button, which you can press for a gate to be opened remotely. I've used that many times ("I have an international ticket but the gate won't open") and that works very well.

Not a certain number of trips, but a certain number of passages trough a gateline.

If you go to the station information desk, if it has one they will give you a new bar code. On production of the old one.
