Upholstered seats - still rare?

I remember that in the 70s and 80s, UK local services were unusual in that all the seats were upholstered, whereas those in Europe were generally wooden benches or plastic buckets.
Is that still the case, or have our European cousins now succumbed to the comfort of the padded seat cushion?

Metro trains, run by the city transport authority, typically have plastic seats, but local trains that are part of the national rail network are usually upholstered.
